One of the first agencies DOGE tried to eliminate was the Federal Emergency Management Agency, or FEMA, which has provided disaster relief nationally since 1979. Though global warming is making floods, wildfires, and hurricanes more frequent and more devastating, Trump has declared FEMA was bloated and wasteful and that the states should take over most required restoration relief. 25% of FEMA employees and many contractors were terminated. On July 3, the horrific Texas flash flood happened. FEMA’s response was ineffective. No warning announcements whatsoever were sent out so people could escape the dangerous rain situation for over 90 minutes. Department of Homeland Security Kristi Noem did not deploy rescue teams for over 72 hours. Several states have filed lawsuits. The most powerful is a coalition of 20 states, including Washington, that filed a lawsuit to restore BRIC, a terminated FEMA program that helped communities to prepare key infrastructure from extreme weather. Under BRIC, Washington was due to receive $182 million for 27 projects, including flood prevention and electrical safeguards for school districts.
